The ‘Malayaga Makkal’ will commemorate two hundred years of their existence in this country this year, 2023.
The tea plantations were one of the first foreign exchange earners for our country and laid the foundation for developments in the fields of education, health and infrastructure development that benefitted all communities in the country.
The Malayaga Makkal community, which over the years was referred to as the “Indian Tamil” or “Upcountry Tamil” community, for many years served as sacrificial labour, exploited and living in sub-human conditions despite being the backbone of the island’s economy. We recall that this community cleared the treacherous jungles, courted danger and sacrificed their lives to firstly establish the plantations and thereafter worked under torrid conditions to make the plantations viable and ultimately a sector that was not only crucial to the country’s economic development, but also an internationally recognized brand name for the country.
It is a matter of regret, however, that the vital contribution made by this community was not recognized and appreciated and that for decades the members of this community were subject to systemic discrimination. The Citizenship Acts deprived them of citizenship; they were denied other basic human rights related to their dignity, privacy, economic security and educational opportunities. Though they have historically worked on the land, their rights to access and own land is severely curtailed. There is a shortage of public officers who speak the Tamil language in divisional secretariats and other governmental offices that are meant to cater to the needs of the people in the areas in which they live.
The United Nations Special Rapporteur on Contemporary Forms of Slavery, Tomoya Obokata, who visited Sri Lanka in December 2021, in his report to the Human Rights Council in 2022 noted that
“The Malayaga Tamils- who were brought from India to work in the plantation sector 200 years ago-continue to face multiple forms of discrimination based on their origin.”
On this historical occasion, the Church, as the Christ Community commits itself to journey together with this community towards its legitimate and deserved goals and objectives. As Sri Lanka celebrates the 75th anniversary of independence from colonial rule, the Church of Ceylon calls upon the Government and people to take steps to eliminate the multiple forms of discrimination faced by the Malayaga Makkal community so that they can become equal citizens of a truly multi-ethnic and multi-religious Sri Lanka.

'மலையக மக்கள்' நம் நாட்டில் தமது 200 வருட வாழ்வை இவ்வருடம் நினைவு கூறுகிறார்கள்.
தேயிலை தோட்டங்கள் நமது நாட்டிற்கு அந்நிய செலாவணியை ஈட்டித் தந்த முதல் நிறுவனங்களில் ஒன்றாகும். அத்தோடு கல்வி, சுகாதாரம் மற்றும் உள்கட்டமைப்பு மேம்பாடு ஆகிய துறைகளின் வளர்ச்சிக்கு இத்துறை அடித்தளமிட்டது, காலப்போக்கில் எம் நாட்டின் அனைத்து சமூகங்களுக்கும் இதனுடாக பயன் பெற்றனர்.
நம் நாட்டில் பல ஆண்டுகளாக மலையக மக்களை "இந்தியத் தமிழர் " மற்றும் வேறு தரைகுறைவான பெயர்கள் சொல்லி அழைக்கப்பட்டனர். குறிப்பிடப்பட்ட இவ் மலையக சமூகம், தமது தியாக உழைப்பின் காரணமாக பொருளாதாரத்தில் நமது நாட்டிற்கு முதுகெலும்பாக இருக்கின்றனர். ஆனால் இன்றும் இவர்களது வாழ்வு பல்வேறு துயரங்களுக்கூடாகவே பயணிக்கிறது. இவ் மக்கள் பெரிய காடுகளை அழித்து, பல ஆபத்துகளை எதிர்கொண்டு, தோட்டங்களை நிறுவுவதற்காக தங்கள் உயிரைத் தியாகம் செய்ததை நாங்கள் நினைவு கூருகிறோம், பல்வேறுப்பட்ட துன்பகரமான சூழ்நிலைகளில் தோட்டங்களை வளப்படுத்தவும், இறுதியில் நாட்டின் பொருளாதார வளர்ச்சிக்கு மட்டுமல்ல, பெருந்தோட்ட துறையாக மாற்றுவதற்கு கடுமையான சூழ்நிலையில் பணியாற்றினார்.
இவர்களின் அயராத உழைப்பு எம் நாட்டை சர்வதேச அங்கீகாரம் பெற்ற தேநீராக மாற்றியது.
எவ்வாறாயினும், காலப்போக்கில் இந்த சமூகத்தின் முக்கிய பங்களிப்பு அங்கீகரிக்கப்படவில்லை, பாராட்டப்படவில்லை. பல தசாப்தங்களாக இம்மக்கள்
திட்டமிடப்பட்ட பிரிவினைக்கும் , பாகுபாட்டிற்கும் உள்ளாக்கப்பட்டு வருகின்றனர் என்பது வருத்தத்திற்குரிய விஷயம். குடியுரிமைச் சட்டம் அவர்களிடமிருந்து பறிக்கப்பட்டது, இதனால் அவர்களின் கண்ணியம், தனியுரிமை, பொருளாதார பாதுகாப்பு மற்றும் கல்வி வாய்ப்புகள் தொடர்பான பிற அடிப்படை மனித உரிமைகள் மறுக்கப்பட்டன. அவர்கள் வரலாற்று ரீதியாக இப்பூமியில் பணிபுரிந்திருந்தாலும், இந்நிலத்தை அணுகுவதற்கும் சொந்தமாக வைத்திருப்பதற்கும் அவர்களின் உரிமைகள் கடுமையாக குறைக்கப்படுகின்றன. பிரதேச செயலகங்கள் மற்றும் ஏனைய அரச அலுவலகங்களில் அவர்கள் வாழும் பிரதேசங்களில் உள்ள மக்களின் தேவைகளை பூர்த்தி செய்யும் வகையில் தமிழ் மொழி பேசும் அரச உத்தியோகத்தர்களின் பற்றாக்குறை அதிகமாக காணப்படுகிறது.
2021 டிசம்பரில் இலங்கைக்கு விஜயம் செய்த ஐக்கிய நாடுகளின் 'அடிமைத்தனத்தின் சமகால வடிவங்கள்' தொடர்பான விசேட அறிக்கையாளர் டொமோயா ஒபோகாட்டா (Tomoya Obokata), 2022 இல் மனித உரிமைகள்
பேரவையில் தனது அறிக்கையில் இவ்வாறு குறிப்பிட்டுள்ளார்.
"200வருடங்களுக்கு முன்னர் பெருந்தோட்டத் துறையில் பணியாற்றுவதற்காக இந்தியாவிலிருந்து அழைத்து வரப்பட்ட மலையகத் தமிழர்கள், அவர்களின் பூர்வீகத்தின் அடிப்படையில் பல வகையான பாகுபாடுகளை தொடர்ந்து எதிர்கொள்கின்றனர்."
இந்த வரலாற்றுச் சந்தர்ப்பத்தில், திருச்சபை, இயேசு சமூகமாக, இந்த சமூகத்துடன் இணைந்து அதன் நியாயமான மற்றும் தகுதியான இலக்குகள் மற்றும் நோக்கங்களை நோக்கி பயணிக்க தன்னை அர்ப்பணிக்கிறது. இலங்கை காலனித்துவ ஆட்சியில் இருந்து சுதந்திரம் பெற்று 75 ஆவது ஆண்டு நிறைவைக் கொண்டாடும் வேளையில், மலையக மக்கள் சமூகம் எதிர்கொள்ளும் பல்வேறு வகையான பாகுபாடுகளை அகற்றுவதற்கு நடவடிக்கை எடுக்குமாறு இலங்கைத் திருச்சபை அரசாங்கத்தையும் மக்களையும் கேட்டுக்கொள்கிறது. இதனால் அவர்கள் உண்மையிலேயே பல இன மற்றும் பல மதங்களைக் கொண்ட இலங்கையின் சமமான குடிமக்களாக மாற முடியும்.
