75^th Independence Day of Sri Lanka

The 75^th Independence Day of Sri Lanka is a significant milestone in the country’s history and, therefore, an occasion for citizens to reflect on developments since we achieved freedom and the right to self-government in 1948.

This is vital given the traumatic political and economic developments of 2022 that plunged the country into an unprecedented crisis that we struggle to overcome. What are the lessons that we who were considered “Asia’s brightest prospect” by many at the time of independence, can learn as we recall the past seventy five years?

Building a nation after obtaining freedom from colonial rule required a celebration of its diversity, the recognition that nation building was a collective endeavor based on inclusivity, equality and justice. The price we paid for our failure in nation building was immeasurable. New challenges have emerged as a result of the civil war. Even at this late stage, one hopes that all political parties and communities will unite to respond to this important challenge.

The recent Aragalaya demonstrates clearly that there is a widespread demand, across the political spectrum, for a new Constitution that addresses the needs for nation-building, responsive governance, accountability and effective checks and balances. There were repeated mandates for the abolition of the executive presidency as it undermines such values; the introduction of a mixed electoral system that empowers citizens as opposed to the leaders of political parties; and the protection of important democratic institutions such as the judiciary, independent commissions from political interference and the revision of the Bill of Rights to make it compatible with international norms and good practice. Unfortunately, these were ignored by successive governments. Another important and reasonable demand of the protest movement is that mechanisms should be introduced to ensure that politicians are continuously accountable to the people, not only at the time of elections.

As we commemorate this anniversary, it is important to see beyond it to the country’s history that captures who we are as a nation.

The year 2023 will also be the 200^th anniversary of the arrival of a community from India, the so called Tamils of recent Indian origin or the Up-Country Tamil community. This community over the years contributed significantly to the transformation of the jungles of the up-country to the world-renowned tea estates and thereby to the development of the country’s economy. This contribution has not been adequately recognized and in the post-independence the community has had to struggle to overcome systemic discrimination, economic exploitation and a denial of their basic human rights. The 200^th anniversary of Malayaha Makkal is an important milestone and as we commemorate the 75^th Anniversary of our independence from colonialism we should reflect on the contributions of all our communities to the development of our country.

A national policy on education should form the bedrock of nation-building to give stability to future generations. This task has not been addressed resulting in ad hoc changes that have destabilized the education system causing an ever-widening disparity among our communities. Education is key to dealing with the immediate crises faced by the country but also the longer term challenges; climate change, the rise of religious extremism, an international order where might seems to trump right and multilateralism is replaced by a geo-politics based on economic self-interest. Education to equip out future leaders with the knowledge, wisdom and skills to guide our country to respond to these challenges in such an adverse international climate is essential.

As we reflect on the past 75 years and anticipate the years ahead, let us look to each other and to ways in which we can be an inclusive nation that takes our past seriously, learns the lessons of history and has the capacity to renew ourselves so that we become responsible citizens who play a pivotal role in bringing about positive change in our communities and our country.

இலங்கையின் 75 வது சுதந்திர தினம்

இலங்கையின் 75 வது சுதந்திர தினம் நாட்டின் வரலாற்றில் ஒரு குறிப்பிடத்தக்க மைல்கல் ஆகும். 1948 இல் நாம் பெற்ற சுதந்திரம் மற்றும் சுயஆட்சி உரிமையில் இருந்து குடிமக்களின் முன்னேற்றங்கள் பற்றி சிந்திக்க வேண்டிய ஒரு சந்தர்ப்பமாகும்.

2022 ஆம் ஆண்டின் அதிர்ச்சிகரமான அரசியல் மற்றும் பொருளாதார மாற்றங்கள் நாட்டை மூழ்கடித்துள்ள நிலையில் நாடாக முன்னெப்போதும் இல்லாத நெருக்கடியில் நாம் போராடுகிறோம். "ஆசியாவின் பிரகாசமான நாடாக கருதப்பட்ட நாம், இச்சுதந்திரத்தை நினைவுகூரும்போது கடந்த எழுபத்தைந்து ஆண்டுகளில் இருந்து கற்றுக்கொண்ட பாடங்கள் என்ன? என்பதை நாம் சிந்திக்க வேண்டும்.

காலனித்துவ ஆட்சியில் இருந்து விடுதலை பெற்ற பிறகு ஒரு தேசத்தை கட்டியெழுப்புவதற்கு நாட்டின் பன்முகத் தன்மையின் முக்கியத்துவம் தேவைப்பட்டது. தேசத்தை கட்டியெழுப்ப சமத்துவம் மற்றும் நீதி ஆகியவற்றின் அடிப்படையில் ஒரு கூட்டு முயற்சி அவசியமாகும்.

அண்மையில் ஏற்பட்ட போராட்டங்களுக்கு அமைவாக அரசியல் கட்டமைப்பில் பாரிய மாற்றம் தேவைப்படுவதை மக்கள் உணர்ந்துள்ளனர். நிர்வாகத்திற்கான தேவைகளை நிவர்த்தி செய்யும் புதிய அரசியலமைப்பு, பொறுப்புள்ள அரசியல் தலைமைத்துவம், பணத்தை சரியான முறையில் பயன்படுத்தும் பொறுப்புக்கூறல் என பல கோரிக்கைகள் மக்களால் மேற்கொள்ளப்பட்டுள்ளது. நிறைவேற்று ஜனாதிபதி முறைமை ஒழிக்கப்பட வேண்டும் என பல பிரேரணைகள் முன்னெடுக்கப்பட்டது. அத்தோடு முக்கியமான பாதுகாப்பு நீதித்துறை போன்ற ஜனநாயக நிறுவனங்கள் அரசியல் தலையீடுகளிலிருந்து சுயாதீனமாக இயங்க வேண்டும், ஆணைக்குழுக்கள் மற்றும் சர்வதேச விதிமுறைகளில் திருத்தம் போன்றவை அமுல்படுத்தப்பட வேண்டும் என கோரிக்கைகள் வைக்கப்பட்டுள்ளது.

துரதிர்ஷ்டவசமாக, இவை அடுத்தடுத்த அரசாங்கங்களால் புறக்கணிக்கப்பட்டன. முக்கியமான மற்றும் நியாயமான அரசியல்வாதிகளை உறுதிப்படுத்தும் பொறிமுறைகள் அறிமுகப்படுத்தப்பட வேண்டும் என்பதே போராட்ட இயக்கத்தின் கோரிக்கையாகும், தேர்தல் நேரத்தில் மட்டுமல்ல, அரசியல்வாதிகள் மக்களுக்கு தொடர்ந்து பொறுப்புக் கூற வேண்டும்.

75 வது சுதந்திர தின நிறைவை நாம் நினைவு கூறும் போது, அதைத் தாண்டி நாட்டின் வரலாற்றைப் பார்ப்பது முக்கியமானதாகும். ஒரு தேசமாக நாம் யார் என்பதை இது எமக்கு சுட்டிக் காட்டுகிறது.

2023 ஆம் ஆண்டு இந்தியாவில் இருந்து இலங்கைக்கு வந்த மக்களின், 200 வது ஆண்டு நிறைவு இவ் வருடமாகும். இந்திய வம்சாவளி தமிழர்கள் அல்லது மலையக மக்கள் என அழைக்கப்பட்ட இவர்கள், காடுகளை தோட்டங்களாக மாற்றி நாட்டின் பொருளாதார வளர்ச்சிக்கு பாரிய பங்களிப்பை வழங்கி கொண்டு இருக்கின்றனர்.
இவர்களின் பங்களிப்பிற்கு போதுமான அங்கீகாரம் இன்னும் கிடைக்கவில்லை. சுதந்திரத்திற்குப் பிந்தைய காலம் தொடக்கம் இச்சமூகம் தமது உரிமைகளுக்காக போராட வேண்டியிருந்தது. திட்டமிடப்பட்ட பாகுபாடு, பொருளாதாரச் சுரண்டல் மற்றும் அடிப்படை மனித உரிமைகள் மறுப்பு அவர்களை தொடர்ந்தும் காயப்படுத்திக் கொண்டே இருக்கிறது. மலையக மக்கள் இலங்கையில் கால்பதித்து 200 வருடங்களை நினைவு கூறும் வேளையில், நாட்டின் 75 வது சுதந்திர தினத்தில் நாட்டு மக்கள் அனைவரும் நமது நாட்டிற்கு அனைத்து மக்களும் செய்த அனைத்து பங்களிப்புகளை குறித்து நாம் சிந்திக்க வேண்டும்.

கல்விக்கான தேசியக் கொள்கையானது, எதிர்காலத்திற்கு ஸ்திரத்தன்மையைக் கொடுப்பதற்காகவும் தேசத்தைக் கட்டியெழுப்புவதற்கான அடித்தளமாக இருக்க வேண்டும். ஆனாலும் தலைமுறைகளாக இப் பணி கவனிக்கப்படவில்லை, இதன் விளைவாக தற்காலிக மாற்றங்கள் ஸ்திரமின்மையை ஏற்படுத்துகின்றன.கல்வி முறை நம் சமூகங்களுக்கு இடையே எப்போதும் விரிவடைந்து வரும் ஏற்றத்தாழ்வை ஏற்படுத்துகிறது.

கல்வி மிக முக்கியமானது, நாடு எதிர்கொள்ளும் உடனடி நெருக்கடிகளை கையாள்வது மட்டுமல்லாமல் நீண்ட கால சவால்களை கையாள்வதற்கும் ; காலநிலை மாற்றம், மத தீவிரவாதத்தின் எழுச்சி, சுயநலத்தை அடிப்படையாகக் கொண்ட புவிசார் அமைப்பு, போன்ற பிரச்சினைகளை தீர்வு செய்ய கல்வியே அவசியமானது. கல்வி அறிவும், ஞானமும், திறமையும் கொண்ட எதிர்கால தலைவர்கள் நம் நாட்டிற்கு இவைகளை எதிர்கொள்ள வழிகாட்ட வேண்டும்.

கடந்த 75 ஆண்டுகளை பற்றி சிந்தித்து, வரவிருக்கும் ஆண்டுகளை எதிர்பார்க்கும்போது, வரலாற்றில் இடம்பெற்ற அனைத்து விடயங்களில் நல்ல
படிப்பினைகளைக் கற்றுக் கொண்டு அனைவரையும் உள்ளடக்கிய ஓர் தேசமாக மாற நாம் முயற்சிக்க வேண்டும். நம்மைப் புதுப்பித்துக் கொள்ளும் திறன், மூலம் நாம் பொறுப்புள்ள குடிமக்களாக மாறுவோம், நமது சமூகங்களிலும், நம் நாட்டிலும் நல்ல மாற்றத்தை கொண்டு வருவதற்கு எமது சரியான மாற்றங்கள் உதவியாக இருக்கும்.
